Hey, if it makes money, go for it. If people want meaningless things, from a business angle, it makes sense to capitalize. Look at Bayformers for example.

Hasn´t Shueisha been "focusing" on Dragon Ball for 3 decades? The 80s never left, i guess.

How can they milk a franchise that basically can't go any further once Super is done? The characters are already dumb powerful. Are they just going to keep making stronger villains?

New Movies, Merchandise IE: Figures, Collectables, Posters ETC, Video Games, Clothing
they wont just be concentrating on the show but EVERYTHING to do with Dragon Ball

Well, except between 1997 (end of GT) to 2002 (release of Budokai 1). The franchise was pretty much dormant in Japan during that time with barely any new merchandise being produced. Even after 2002, it was mainly just video games (and re-releases of the manga/anime) until Kai caused an explosion in merchandise/awareness in 2009 (which only grew in 2013 with Battle of Gods).
It just feels like they've been focusing on Dragon Ball for the entire time since the dormant period almost exactly lined up with the rise of its popularity in the English-speaking world.

Dragon Ball has it's own vast universe, there's room for so many projects that have nothing to do with Goku. It's like Star Wars.

I mean, I would of said the same thing after Z, but they found a way with GT and now Super. Don't underestimate the power of money.

I wish they give spinoffs to characters that were really downgraded like Tien or Yamcha. Heck, even Master Roshi's past.

Seriously, why not adapt Dragon Ball Multiverse into an anime.
You could milk the shit out of that franchise. And we wouldn't have to worry about it "not being written by Toriyama" because he doesn't wanna do anything anyway
20 different series about the 20 different Parallel Universes
Go further in depth with our favorite characters like Cell and Vegetto
Explore the new Universes of Zen Buu and Gast Carcolh
Expand on the new generation like Uub and Bra
Or get to see the Future Trunks and Evil Goku (Kakarott) that we've always wanted
It'll be perfect to have this franchise go on forever without it actually going on forever with new shallow characters
The Multiverse is infinite with infinite possibilities
MAKE MULTIVERSE INTO A SERIES!!

You're under the mistaken prentense that people don't already hate the Z anime, the games, GT, half of the movies, & Super (to an extent)

This. Hell how about an alternate reality spin-off that focuses on the Red Ribbon Army accomplishing their goal of world domination with (Red not being a baby about his height) and Goku never having come to earth and therefore being around to stop them.
