Well, a censor obviously thought so. However, it doesn't have sex or drugs, and the violence isn't that bad (though people's perceptions of violence will markedly differ). That said, it is nowhere as violent as any number of Anime I could name, and most of the battles are actually quite tame.
My advice to you would be to buy, borrow, rent, download, search YouTube or simply scrounge the first DVD volume, and watch it. It gives a fair representation of what you can expect from the rest of the series.

I've seen some of it and while there is violence in it (its set pre-revolutionary France after all) there doesn't even seem to be a lot of blood in it, a number of characters seem to bleed water instead. Some maybe the censorer took offensive at the cross-dressing or such, so not good for a 10 year old to watch but a 14 year old or older should be fine.

The most skin they show is one female character who we see shirtless, but with her back to the camera. So nothing major really.
There is violence, but for the most part none of it is too excessive.

I thought I remember a fair amount of blood in Chevalier D'Eon but I could be wrong. I haven't rewatched it since I bought it last year.
I'd definitely recomend it. It's got an excellent supernatural mystery/action storyline with some really well made and thought out action sequences. The characters are French and they actually fight like Frechmen of the time, lightnig fast Fencing style footwork and Sabers and Rapiers for weaponry. The fights are really a treat if you ask me. Also the animation production values are very high and the art in the series is gorgeous. The only problem I had with it was that the ending was sorta confusing and depressing and I didn't care for it., but otherwise a surperb series definitely worth a watch.
