Fushigi Yugi and Ah! My Goddess are considered to be of the romance genre. Not much action in Ah! My Goddess, 'cept in the movie. Was a good little series, I just recently watched it.

Fushigi Yugi and Ceres--both are magical/romance (heroine is high school age). Ceres starts out strong and angsty, story loses itself a bit in the sci fi complex later on, but remains a true "romance" throughout.
Ai Yori Aoshi--first four eps or so is a very strong romance (good beginning, time to stop watching when they have an entire episode looking for a ferret LOL)
To Heart--rather elusive romance. Takes place in high school. Not magical but they throw in a robot maid in one ep?! Seems like it may have been cancelled halfway through since one character doesn't get his own story while the other three do. One way to describe it is "subtle".

I can't believe no one has mentioned "Love Hina" yet.
Good show.........Great Manga!
Incrediably popular here on my college campus.

Hmmm, maybe the question should be "name and anime that DOESN'T have a love story in it." Nothing really comes to mind.
I assume the question here was really looking for series with a purely love oriented story, not a series that might have a little romance in it. You know, stuff like KareKano, Love Hina, or Ai Yori Aoshi.

Here's some with varying levels of romance:
I My Me/ Strawberry Eggs (no, it's not a fan service show, it's very cute with a number of shoujo themes)
Escaflowne
Blue Seed
Video Girl Ai
I know alot of other titles with a love story to it, but they aren't very prominant. Also, I know of several manga that, to my knowledge, weren't animated.
