Right so what happened to the following 5 years when it did became an obligation to disclose information about probability-based items?

Well, better to be warned that probability gaming ain't exclusive for only gacha to begin with, nor do they are fined for actual gacha game at all - but for friggin Maple Story.
For example - what they done and found guilty is manipulation of the odds of the same thing that is gear rerolling in Diablo 3 and 4 - and people barely can call this games a gacha in a traditional sense.

True, but this speaks to a larger issue with pay-to-win mechanics, especially when the publisher basically said “it wasn’t on the books so we thought bilking our customers was cool.”

Honestly, I am also found the whole fine pretty cheap considering the estimated profits from just running that scheme were over 40 times more than the actual fine they supposed to pay for the court, let alone they are still playing victims after being found in the friggin manipulation of odds for paid items - which is supposed to be covered by gambling laws and this whole business supposed to be treated as an actual casino in the first place.
But seems like the SK government just wants the cut instead of actual fining Nexon for unlawful practices.
