Very similar to how the current Administration and outgoing Congress greatly lowered the amount of income to receive a Form 1099-K.

The label of "black company" is about more than just freelance vs employee. There are plenty of issues within the industry that this law wouldn't look at.
The concern to me is the privacy issue and if the invoice system is too arcane. For as bad as the American tax system is, there are ways to file efficiently at little to no cost to the taxpayer. I may be relying on stereotypes, but I can't imagine the Japanese tax industry is on that level.

Are you sure? Are you sure you're not saying it just from an American angle?
Pretty sure most first world countries have free to very cheap ways to file taxes, nor is there any reason it should be that complicated. When my pre-filled tax sheet comes, it takes, what, a half an hour, for me to check it online on government tax site, correct it if there's something to correct, add tax reimbursement(home-work travel etc), and sign it. And done. All online. I don't usually need to add any extra documents, like for extra income, but if I have to it's fairly easy. Of course I'm an employee, so don't know about the business side though...

Actually, there are several EU states where taxes are a complicated mess, much like Japan.
Despite the huge issues in the manga and anime industry that needs to be solved, that guy is right: not everyone can be made an employee.

Another thing Japan has to worry about, especially with it's messy & antiquated system that I bet they won't change because to Japanese, change is scary and all that.

If your progressive tax system, is hurting the lower class. Then you need to re-evaluate it.
