Oh yeah, i watched this like 15 years ago--I have it on VHS tape. I recall anime critics back then seemed to feel it was about the worst movie ever made, period. No sense of humor at all.

A little fun fact about this movie: The CG helicopter from that now historic scene was directed by a man named Satomi Mikuriya, a mangaka who a couple of year prior had debuted a manga called Nora. Two years after the Golgo 13 movie, Mikuriya would direct an OVA adaptation of his Nora manga, the second episode of which would go down as one of the worst anime ever produced.
Yes, the man who directed the CG helicopter in Golgo 13 later directed Twinkly Nora Rock Me!. I don't know whether to be amazed or horrified by that.

Golgo 13 narrowly beats out Black Jack as my favorite Osamu Dezaki masterpiece. Although it is by far the most "Dezaki" of all his films. I swear there is a "postcard memory" like very 10 seconds in this movie. It's just so smooth and cool, and the story is appropriately bonkers. And nothing beats that opening credits for making you think you've gone crazy and are having a bizarre waking nightmare.

There’s not much humor to be had in Golgo 13 though.

Golgo is a stone cold killer, but I love the stories that show he's more than that. My favourite is the final episode of the TV series: Golgo gets into a car accident and messes up his right hand. He goes to a famous doctor to get it fixed under the table. But the doctor happens to be the adopted son of his current target. The doctor realises who Golgo is, but still fixes his hand regardless. When Golgo does kill the father, he purposefully leaves behind the murder weapon: a left handed rifle. His client had also broken his rules, so when Golgo killed the client he left behind a right handed rifle.
The man does have a sense of honour.

My goodness, I used to rewatch the Manga Entertainment VHS dubbed release so often in the late 90's, just looking at these screenshots I can still hear some of the voicelines, sfx and score in my head. Really have to revisit it in HD sometime.
