I think you can currently get Dust 18 digitally. Digital Manga did put it in their last Tezuka Kickstarter (which will, hopefully eventually, result in a print copy)

Well, they put it out as Dust 8. Not sure what version of it we got.

With all those lesser-known Tezuka manuscripts, I would not be surprised if there is at least 1 series out there that is so rare that not even the greatest Tezuka authority has heard of it.

I'm sure DMP released the old Dust 8 version. Other than there being only 8 survivors, not 18, the ebook contains an afterword by Tezuka, describing him cutting and re-arranging the (incomplete) series to make it fit as a standalone release.
"I took what was once a convoluted and completely unpopular series, and tried to spice it up in hopes readers would appreciate and enjoy the anthology."

Oops! Seems I overlooked that one single digit!
Still, hard for me to compare things when I don't yet have my physical book or anything

More Tezuka is always a good thing. I haven't checked to see if there were any new books as much of the production is "digital" for now. So physical copies is what I'm looking for.
