She's not the only voice actress eternally 17. Others that have joined this cult include Yukari Tamura, Yui Horie and Rina Satou. Kikuko is the founder though.

I dunno... I saw a video on YouTube recently of the late Janet Waldo (Penelope Pittstop, Judy Jetson, "Princess" from Battle of the Planets/the original Gatchaman English dub) from about 7 years before she died. She must have been in her mid-80s. Still sounded like a teenager. Very young voice. Some people just have voices that are naturally like that (generally women) OR they can modulate their voices well (James Arnold Taylor is around my age or just a few years younger but can make himself sound like a teenage boy; he was the voice of Johnny Test, btw). Funny thing is I NEVER heard Mel Blanc speak anything like a teenager and he's generally considered the greatest voiceover artist of all (at least in North America; I don't know about the rest of the world). |
