Hmmm..."all new work"?? Does that mena thr 3rd years will be left out of it?? I am so confused. Is it a brand new story?? Why would it be a love live sunshine movie then?? This article really needs to be clear because it's messing with my brain!! But I'm still excited nonetheless!!

I think they mean it won't be a recap or contain reused material from the series.

I think it's just to clarify that it's not a recap of the TV series. All the article has to go on is the banner of the new website that's linked in the article.

I just assume they're following the model of the original Love Live, where the movie followed μ's for the events following the third years' graduation and the originally-intended spoiler[breakup of μ's].
