Here are last week's ratings including DBZ Kai and Kindaichi's first episodes :

Wow, that puppet is... ugh, I had to register an account just to expresses how much it creeps me out. Leave it to Japan to create the most horrifying puppet imaginable to portray Sherlock Holmes, one of the most iconic literary characters of all time. Shocked

I suppose I shouldn't judge a book by its cover, but with this, I can't help it. Sad

Except you gotta look at the big picture. OP didn't have a great week, so Kai did more than Toriko would do.
Kindaichi, on the other hand, did exactly how Space Brothers used to, about half of Conan's ratings. I was expecting an improvement there.

Slightly better, around 0.5 to 1%.
However, I think Toei put DBZ Kai back into this slot because they expected ratings around the same level or perhaps a bit below the 2009-2011 ratings (which averaged 9.4%) which would also have pushed One Piece's ratings up. Instead, the first episode is 1.1% below the lowest rated episode of the previous series and as a consequence the effect on One Piece's ratings is virtually non-existent.

It's only the first episode of course, maybe there was a lack of communication, we'll see how the next ones do. But for now, it certainly doesn't bode as well as the first episode did back in april 2009.
