It's China, so no surprise here. But however, it's possible it could be a coincidence, but I do lean on the intentional borrowing the music from Naruto.

It would say coincidence since it's such a bland song, but the fact that the instrument is the same and the notes are pretty close to being the exact same length (i dont care enough to actually count TBH, but its close), this is definitely stolen

This is common. Nothing new here.

Even some international dubs use music from other sources. I remember one time watching a Vietnamese dubbed Chinese drama that used music from Sailor Moon R: The Movie a long time ago. Cultures collide!

I haven't watched Naruto in a long long time, and I'm not music expert. But this is the same song.
I've seen music borrowed and changed a bit, or played with different instruments, but this is way too close.
At least if it wasn't Chinese, I would give it the benefit of the doubt.

Just like how that orange statue in of a robot in China looks EXACTLY like the Gundam statue in Japan was a coincidence

As others have already said, something like this is very common.

My dad has satellite TV and he likes to watch various China-based channels. I remember how often I would hear an anime theme song, take a peek at the source of the music and find my dad watching some Chinese program or drama.

And it wasn't one particular series/channel. Many Chinese programs seem to unashamedly borrow from anime for their background music. Theme songs from Princess Mononoke was the one I heard the most coming from my dad's TV.

I always find this sort of thing funny but I have yet to run across stuff of this nature. I think I found one B movie some years ago that had a tune that sounded like a piece from Iczer-1. I wish I could remember that film. Chances are I'll be long dead before that happens.

I guess there is the possibility they got the rights to use it, but that's not very likely. Yasuharu Takanashi is a really great composer and this song is just so gorgeous. This piece of music deserves a much better scene than that. Just thinking about it being used in a live action Naruto film, in a proper epic, emotional scene...

Also, the music composer for Ip Man is Kenji Kawai of Ghost in the Shell and Higurashi no naku koro ni Smile
