as my brother translated a part of this pic (the meaning of that part was gintama going to be an anime)

but i'm not sure yet
even the artwork looks like anime
can anyone translate the whole pic?

I can't be sure of this, since I can't read Japanese, but if it's what I think it is, it's this:
