I bought a Anime Legend Boxset of Witch Hunter Robin from a reputable site and it was listed as widescreen but its not. Has Witch Hunter Robin ever been widescreen? are the individual sets Widescreen?

That's the one I have, and it doesn't say on the box that it is supposed to be widescreen. The content is in 4:3 format.
Are you sure you got the real thing and not a bootleg? The boxset is Bandai Entertainment, Anime Legends, #80260, with the individual discs numbered 80140-80145. There's also an ISBN on the back, 978-1-59409-721-8, and a barcode, 6-69198-80260-7.

WHR was made before anime companies started "going widescreen" with television releases so no it's not.

Not quite... there was 16:9 TV anime as early as the Spring 1999 season, with Betterman. However, widescreen anime was still the exception and not the rule in Summer 2002 when Witch Hunter Robin was made.
It could be that the retailer is legitimate, but just simply made a mistake with their product information.
