As far as I care, the more Lupin that Discotek wants to give us, the better.
EXCEPT Fujiko. That deserves to be dubbed by FUNimation and released in a DVD/BD combo pack.

I'm sorry, but that was a terrible special. It's cool to see Conan and Lupin together, but that's all the special had.
Hoping for something like Alcatraz Connection... or if "special" could mean an OVA: Green VS Red. I would snatch GvR up as soon as it comes out

I so want that to happen. That way I can get all of the Tony Oliver Lupin in DVD box sets (And not 12+ Volumes).

Elusiveness of the Fog : 2007 : 7.30
Green vs Red : 2008 : 6.87
Sweet Lost Night : 2008 : 7.23
vs. Conan : 2009 : 7.59
the Last Job : 2010 : 7.32
Blood Seal - Eternal Mermaid : 2011 : 7.38
There is not much of a point spread here, there is no easy choice. Pycal has a tie in with their recently released Part 1 (which is an excellent release, I highly recommend it), but it is unarguably the worst show on the list. Discotek generally goes for the older titles, so the odds are it will be Hemingway, Napoleon, or Russia, And I would bet on Hemingway, seeing as both I and the masses believe it to be of slightly higher quality. Conan has crossover over appeal and high ratings, but I suspect the license of that would be a nightmare, especially since Funi hasn't got it yet. Return the Treasure has the highest ratings and is almost a decade old, however I have not seen it yet, so I can not comment. If I was to decide a title from this list, I'd go with Seven Days, which I feel is a very quintessential Lupin story, but there is a reason why I don't make licensing decisions.
So I here are my guesses:

That list of "unlicensed in the US" specials is either incomplete or omitting specials that were licensed for release in other countries but not here, and as such it's missing a prime suspect choice: Bye Bye Liberty Crisis, the first Lupin the Third TV special. That was released in the UK and given a...rather odd...English dub.
Since that one's already been translated and dubbed, it's the most likely pick. Unfortunately, as is the case for most every Lupin special directed by the late great Osamu Dezaki, it's not particularly GOOD. Osamu Dezaki without Akio Sugino doesn't generally yield the best results; that those middling Lupin specials of his are contemporary with the absolutely stellar Black Jack OAVs by him and Sugino lend credence to this.
I always felt that Alcatraz Connection was underrated and deserved to be seen more, but I'd also like it if Operation: Return the Treasure got picked. Jun Kawagoe's incredibly underrated as an action director, and since he's often involved with the various Go Nagai robot show revival OAVs Discotek's already licensed some stuff he's done. I would have liked Lupin vs Conan more if it was actually Conan and friends in a game of cat-and-mouse with the Lupin gang. Alas, Conan and Lupin's first interactions together happen an hour into a roughly 90 minute special, as they buy sodas from a vending machine. "Vs" in this case just means "are in the same movie together, occasionally simultaneously" the way that those....well, most of those Go Nagai super robot crossover movies were.

AWO: I'm in the "enjoy" Lady Liberty camp, because of its pulpy sensibilities. Though it suffers because of its dated comp technology.

Alcatraz Connection would be my highest bet, cause that's one of my top ten favorite Lupin TV specials. But if it's an older title then one of the first four TV specials would be my second bet. From what I understand Goodbye Lady Liberty was only licensed in the UK under Manga Entertainment's UK division which was dubbed in English. I'm pretty sure that would count as Never Before Released in US, unless it was but last time I looked up info on the title it was only released on VHS in the UK.
It be cool if Discotek did licensed the first TV special along with the UK English dub. Since they was able to get rights to the other english dubs for Mamo.
