1) Yes.
2) No... One Piece is very heavily edited. An average of two minutes an episode are cut because of 4Kids's nonsensical practices, pointless things like erasing English text are made (for God's sake, what is so offensive about the authorities bearing the name "Marines"?). If it was just the blood... I wouldn't mind. But 4Kids takes the editing too far.

Don't forget about the standard 4Kiddies stock music/stupid puns/hacked dialogue/miscasted voices that comes bundled with every anime they acquire.
