I know this! After all, I've used two quotes from the same episode.
The anime: Tsukuyomi -Moon Phase-
Character A: Ryuhei Mido
Character B: Elfriede
Character C: Female dandy from the park
Context: This conversation takes place the morning after Hazuki's failed attempt to create a new servant to replace Kouhei, in which Elfriede winds up making a moonlight snack out of the suitor Hazuki attracted. Elfriede at first deliberately misinterprets Ryuhei's question, which was actually regarding her original aim of placing summoned watchers the previous evening.

Currently sharing the first place, we have Furudanuki(+4) and Key(+3) both with 9 points. Surprisingly, there's quite a few sharing the third place; with 8 points we have Dorcas_Aurelia(+3), murph76(+4), The King of Harts(+1), and the Rancorous(+3).
The following players scored 4 points so far: classicalzawa(+0), DerekTheRed(+0), dtm42(+1), egoist(+3), and Labbes(+0).
The following players scored 3 points so far: 12skippy21(+1), abunai(+0), Aylinn(+2), Generic #757858(+3), and Nomeru(+3).
All by himself, holding the only 2-point score, there's Justin Bailey(+1).
The following players scored 1 point: anthell, arachneia, frentymon, hakojo, JesuOtaku, larinon, ManOfRust, Mushi-Man, Player No. 3, Pleinair, rainbowcourage, Showsni, Symmetrical_Magician, The Naked Beast, Tuor_of_Gondolin, and Zalis116.
A total of 36 points were obtained this month, compared to last month's 45 points, and December's 21 points.

Character A: "So, you've experienced it too. The sad memory of losing someone dear to you in front of your very own eyes... **, *******, don't look at my face, okay? It's probably a mess from crying. So, close your eyes."
Character B: "Okay."
Character A: "I'll close my eyes too."
Character A: "Arunda, *******-kun ni mo. Taisetsu na wo me no maede ushinatta kanashii omoide ga... **, *******-kun, boku no kao, minaide ne? Kitto namida de boroboro dakara. Dakara, me wo tojite."
Character B: "Aa."

OK, time for a hint.
Hint No. 1: The person to whom this character is speaking doesn't hear his speech. In fact, she's so engrossed in something, she isn't aware he is there.
Edit: Another hint before bed. Hopefully this narrows it down. I didn't think this quote was that obscure.
Hint No. 2: Perhaps because of his own daughter, the speaker has a soft spot for children. In this OVA's sequel, he goes so far as to protect the youngest protagonist from danger even though she was technically working for other team at the time.

Hint No. 3: What the character being spoken to is engrossed in is a book -- an important book that drives the plot of this 3-episode OVA. The character speaking has to take it away from her before she notices he's there.
