Tomoko Hasegawa is in true Akiko Hasegawa. Her given name must be 明子, not 朋子. Source: her profile @ artsvision.co.jp. Even if Tomoko Hasegawa exists (朋子 長谷川), and she's a seiyuu that have played Miki Takamizawa in Kick Off 2002 (TV), Mizuki in Neo Ranga (TV) and a girl in Sorcerer Hunters OAV, at least two characters have been voiced by Akiko Hasegawa: Himawari's friend (XXXHOLiC (TV)) & Student (D.C. II: Da Capo II (TV)). Source: japanese wikipedia:

So... are you saying there is a seiyuu named Tomoko Hasegawa or there isn't?

If Tomoko Hasegawa exists, then it's a simple matter of fixing roles which are mis-attributed.

But if Tomoko Hasegawa doesn't exist, what should happen to the roles in Sorcerer Hunters, Neo Ranga and Kick Off? It seems to me that Akiko Hasegawa is a very young actress and I doubt that she was active in 2002, much less 1996 or 1998.

There's. I've found another Tomoko Hasegawa (長谷川知子). And she's the seiyuu that have voiced Guardian & Lujei Piche in "Grim Grimoire" (VG), Miki Takamizawa in Kick Off 2002 (TV). Source: profile @ tab-pro.co.jp and japanese wikipedia.
Can't say anything about seiyuu that played in Neo Ranga (TV), Sorcerer Hunters OAV, Soreike! Anpanman (TV), apparently it was another Tomoko Hasegawa, but seiyuu 長谷川朋子 is nowhere to be found. Tomoko Hasegawa / 長谷川朋子 worked on publicity for Special A: "宣伝 - 長谷川朋子、佐藤輝彦、高橋克典、古屋友梨" (quoted from Japanese wiki: S.A) and GUNSLINGER GIRL (source: link).

Thus, Tomoko Hasegawa's profile contains information about 4 (at least) different Hasegawa's:
1) Tomoko Hasegawa (長谷川 朋子) (staff in: "S.A")
2) Tomoko Hasegawa (長谷川 知子) (cast in: "Grim Grimoire", "Kick Off 2002")
3) Akiko Hasegawa (長谷川 明子) (cast in: "XXXHOLiC", "D.C. II: Da Capo II")

While I could not find anything relevant for Soreike! Anpanman or Sorcerer Hunters (I tried to check the credits of the the latter, but it is an ADV release, and the Japanese-language credits have been replaced with the English ones), I was able to dig up the Tomoko Hasegawa for Neo Ranga—長谷川智子. Yes, it's another one. Proof.

BTW, the character's full name seems to be Mizuki Nakazato.

Further credits for #3 (長谷川智子):

A profile on a fan page, two credits, the Japanese Wikipedia Heartwork article, and a search engine(?) ".lain", which also includes 長谷川 明子 Hasegawa Akiko and 長谷川 知子 Hasegawa Tomoko (#2). 長谷川智子 Hasegawa Tomoko (#3) is/was apparently represented by Mausu Promotion, but their Web site does not list her, and the Internet Archive is not currently responding, so I can't check it via the Wayback Machine.
