That's where the sub translation is somewhat inadequate. The fact that the authorities (not not sure if they are police or the US equivalent of the Hunter Association) holding JInwoo's father, knew his name, where he claimed to be from, and that he was claiming that he had been trapped in the dungeon (dimension?) for 10 years, shows that they clearly had a translator for their initial interview..

D'oh! I should have thought that through. I'm assuming the guild has other S-ranks or Hwang wouldn't have come obediently when called, and he wouldn't be constantly badmouthing Korea for being so podunk either.

But I can see where someone might think an S-rank sociopath like Hwang was the right choice for beating some info out of someone. They thought they could leave him alone in the cell with the cameras turned off for two reasons - his native language and his power level.
