Still 10 volumes to go in english but it's sad knowing that the end is coming, i want to see Phobos in anime

The covers of the volumes though have the label Story: Masamune Shirow. Even the one they have for this article (volume 25) is crediting Shirow for the story.

This is often the case, afaik, even if the "writer" only provides the concept or is only the author of the original work on which the manga is based.

I'm not surprised that this confuses you because several official places write different answers however in the final version which we know, Shirow should indeed only be credited for the original concept, there should have been a Ghost Urn original anime which would have served as a GitS:Arise prequel with Shirow as screenwriter but it was canceled and then relaunched as multimedia project with another name, composition and story by Kōshi Rikudō.

I am well aware he's only responsible for the concept, but as long as he's officially credited for the story he'll be listed as such for it by articles and other publication. So if you want to fault someone, fault the publisher, but as long as that's their official stance that'll be the official listing, so no there is no confusion on this.
