I do not find it surprising. The event shifted to focusing on consumers, making it not worthwhile as a trade and media show. It became a convention in a truer sense, for the fans but made it far harder to function as a showcase to media and industry partners. Which lead to it becoming more focused on spectacle and stage presentations, which in turn lead to it becoming more expensive to stand out.
Eventually the digital age caught up and it became far more cost effective to do your own media rather then scrumming in the pits and giant stage shows for attention (that was often mocked and lead to some significent media fallouts). They can run their own shows and not attend to get a better effect for far cheaper. E3 lost relevance to the industry.

At this point, I have moved on. The platform holders have move on, the publishers have mostly moved on, Devs don't care (and have a very reliant GDC besides), and the fans mostly do PAX.
I am all for having IRL gatherings in the gaming space but E3 has worn out it's welcome a very long time ago. I think it's just time to let it go.

The only real reason this happened is because of the virus thing, prior to it, E3 was growing every year in attendees, From 41,000 in 2009 to 69,200 on 2018. 2019 saw a small dip, likely due to Sony not participating, as they went on to make their own conferences outside of E3. The numbers went down to 66,100.
We know what happened after.
But had the virus thing not happened, it's likely they had plans to counter Sony not wanting to join, with something attractive, and to prevent others from wanting to leave.
Is what I'd like to say, but we'll never know now! Though it's clear that directly or indirectly, the virus either sentenced them, or sped things up.
