"Using a pre-existing design" is such a bizarre-sounding way to put it. They slapped a couple random advertisement flyers on a wall in one of the backgrounds is all it looks like.
Which seems like a very "who cares?" sort of thing, but I'm not in the know I guess.

It's like if Bleach's Tite Kubo had to apologize for not even using backgrounds

They take their copyright very seriously over there.
The thing is tough the animators probably did not even intended to actually steal it, just probably used it in order to animate the shots a lot faster so as to reach the air date in time.
This is becoming a lot more common in recent years cause of increase in demand but decrease in workforce. They really need to slow down and give them more time to animate them.

We'd all like that, and the animators would like that. But companies like Kadokawa, Aniplex, Crunchyroll and their ilk don't like that. They care only for the money and will make sure they can make as much as possible, even as their workforce is literally working themselves to death for it.
It'd certainly cut down on the crap that's being shoveled out on a seasonal basis if nothing else. And I'm fairly certain most of these titles aren't that profitable as is, so it really is a high risk, low reward effort for the big producers. But they won't listen.

So you'd be totally fine if someone yanked artwork you created and used it in a TV show or movie without crediting you or asking you? While it seems innocuous and was likely meant for filler that was forgotten to be edited, that still doesn't excuse the fact that it happened.

"Pre-Existing Design". That's a pretty cute way to frame plagiarism. I can't really get all worked up about it, but it isn't my IP that's being repurposed. I suppose it's a matter of perspective.

I'm assuming most of the commenters here aren't creatives.
Someone put heaps of effort in designing an eye catching page. They worked hard on it. Years later an anime just copy pastes it into a scene without permission or monetary compensation. Even after it's been resolved, they apparently never spoke to the artist. This means they probably won't be paid for having had their art stolen.
Imagine if you wrote a short story you were super proud of and worked super hard on. A while later some big name writer copies it word for word in one of their books and does not credit you or ask for permission. Would you be happy with that? Would you be okay with your hard work being taken?

I feel like this is undermined by several things: it's an advertisement, it's at least 3 years old (so the event it was made for is long past), and it was a small background object that almost no one would have looked at too closely. Funnily enough, the source image actually has the creator's social media links on it (bottom left). Maybe they should have made it bigger so that those were legible.
They still should have asked and/or paid for the image. Still, it's hard to say how this ended up happening. Someone might have thrown it into a library of royalty-free filler images, and it was later used by an animator who had no way of knowing unless they ran every single image file through an AI upscaler and then an internet image search before using it. I wouldn't immediately assume this was malicious.

It's an indie advertisement for their own books. Not an advertisement made for a massive company made by some big graphic design firm.
Its age doesn't really matter either, beyond the fact it makes it weirder the UY people even found it.
It's slightly better if it wasn't malicious but it was still a case of 1. lack of research on the staff's side and 2. lack of proper follow up on the situation (provided the artist's tweets on the matter are correct).
I would be interested in seeing how this happened considering the age of the piece and the fact the artist themself is, while certainly quite established, not massive and probably wasn't that big back then. I wonder if it showed up in some google search of "posters" + some keyword or something.
Regardless, it's pretty bad.

I'm definitely curious how they find the poster, especially since free to use poster material like that are pretty common in pixiv or booth. Why choose non-ftu one? Did the poster owner made free to use material and the staff mistook the one they use as ftu?

This seems like such a random thing to plagiarize, I'm also curious how this happened.
