about as much as russia legalizing piracy, which is... honestly nothing. Outright banning them will probably get citizens to try to overthrow their governments, which honestly is good for everyone except the governments, so they just legalized piracy. God I hope this stupid war ends... |

Guess it makes sense not to bother with copyright issues with countries you are already on bad terms with, or outright hostile towards.
I think the part that strikes me as odd is that they publicly wrote it down as law until 2024 instead of silently toning down on enforcement, sounds like it'd provoke more sanctions . Maybe forcing them to go through convoluted steps as a way of annoying them, I don't know. |

The basis of right winged political discurse is blaming everything in external bogeymen, in counter position to left winged ones of basing it on internal, and convincing the population that only they can defend them of said imaginary monsters. Realistically speaking, it's beyond useless and petty, the total damage an economy like Belarus can do to foreign companies by pirating their goods (which I am quite sure their population already did) it's quite minimal. Thus, the short answer it's: nothing, but it make them look like they are fighting those external bogeymen. |

With that out of the way, am I reading this wrong, or is Belarus asking its citizens to pay them every time they pirate? Because I don't see your average pirate doing so. |

It's a new kind of piracy, where you still have to pay money but none of it goes to the creators of the work. Everyone loses! Great job.
It's basically Belarus thumbing their nose at their enemies (which is pretty much every country on Earth except Russia and North Korea) by utilizing one of the few weapons they have. That said, I doubt it will have much of an impact on anyone outside Belarus. Russia is already a haven for piracy and their government doesn't charge pirates money to do it, so any piracy sites based in Russia are probably going to stay where they are. |

They can't really expect to do much economic harm this way. Perhaps it is more of a means to give people a way to get their entertainment since companies are dropping service there? Better to let them pirateflix and chill then have nothing else to do but get crazy ideas in their head like protests.

I don't understand how their agency is going to work. Are people supposed to just estimate how many movies they pirate and pay taxes based on that or something?
In reality, it's probably going to be "pay the government something, whether you pirated anything or not to keep the government from knocking at your door" because of course it is. Any actual auditing will likely only occur for commercial sale, and how many people even want counterfeit DVDs these days. This whole thing seems silly. |

While the text mentions individuals alongside companies, I'm pretty sure that the primary targets of the law are movie theaters, TV networks and other people and entities organizing public viewings. Since they're currently suffering from an inability to legally purchase rights from many foreign IP owners, I would imagine they would be willing to pay the fees at least for the assurance that their own government won't go after them on those IP owners' behalf and/or out of mindless legalism. Doubt that enforcement for individuals watching pirated content in the privacy of their own bedrooms will be any less lax than it has been prior to this new legislation. |
