Sounds interesting, I thought I had overlooked the series but I can't it anywhere. Was is ever released with English subs on a streaming service in the USA?

No, Hentatsu was never licensed outside of Japan, there are English subs for all episodes, for both the Web and TV version, but those are fansubs available on torrent sites. All episodes are freely available on Twitter and YouTube, so you watching them fansubbed would not make a real difference. Heck, they literally link the free YouTube uploads on the official page where just below that they promote the Blu-ray.
