That's very tragic, I'm sorry for their loss, My condolences for the animation team. Golden Kamuy is one of my favorite shows this season.

If it was someone like director or main scriptwriter they would probably did not hide it. But I cannot imagine any other role significant enough to halt the whole production for unknown period. You can generally replace most of the other ones relatively fast.

I don't think it's art director, considering half of the season already aired - and that means most of the job on the visual part of anime is already done during the early stages of production (same goes to character design). The series halted right now with an irreplaceable staff member dying means two things:
1) It's indeed the main scriptwriter or one of the script supervisors (considering GK got multiple supervisors for Ainu culture, or supervisors for Satsuma dialect and Russian language) - which affected the production of the script and storyboards of the remaining episodes, so the animation production team basically have nothing to do their job.
2) It's the chief director or director of one/multiple episodes that still remain in production (which is pretty usual with most of the current production of anime series, where the last episodes usually get produced right during the running time of the show), so his death affected the schedule and the production committee did not found an actual replacement in time.
Honestly, both of the options are truly terrific and can affect the continuation of the show (because it's not supposed to end on 4th season, considering the material) - but yeah, there is nothing to be done.

Definitely not a voice actor - they're not considered a part of staff members at all, and actually can be easily replaced during the run without affecting the production schedule of the show (which was done multiple times, was it death or just the sickness). And considering the death of the seiyuu is usually big news and can easily affect multiple shows at the same time, I don't think they're also trying to hide the name at all if it was that.
