Sega is actually trying to treat their beloved mascot better than in the 2000's and early 2010's, so that might explain why there's next to nothing in the teaser.

That was Square Enix, and by a guy who hasn't worked on a Sonic game in well over a decade.

The "Sonic Rangers" title was supposedly a mistake. The press release that Sega sent to Eurogamer was actually an older version accidentally shared. The newer press release doesn't mention "Sonic Rangers".

Maybe Sonic Rangers was a stand in title until they came up with an official one? Sega's done that before on other projects. Like Rez being Project Kandinsky

Like a proper title and what the focus will be about (other than, well, Sonic) even if it's too early to show off gameplay.

Yeah, he left during development for Sonic 06 and never came back so that's how long it has been.
If there's anything this new game has going against it, it's the mostly negative response that Sonic Forces had.

Which isn't really unique since every Sonic game has had a divisive reaction going against it since either the Adventure games or anything that came after.
Even the 2D games had detractors.
