Not really - it's more police humor starring two female officers, at least from the first volume.

I have so many questions about Ya Boy Kongming. Like, how is Zhuge Liang even going to communicate in modern-day Tokyo? Are they doing the usual isekai thing and just making people speak the same languages automatically?? What if he comes across Chinese tourists in Japan? Would this auto-translation automatically switch his flowery ancient Chinese speech to modern day Chinese slang??
I don't know why seeing this series made me ??? so much. Maybe because I grew up on stories of Zhuge Liang... And I'm kind of jealous that he's not transmigrating to like Taiwan or something so I could have the possibility of meeting him!
