If I had to guess, I'd say 1) Asuka 2) Kaworu 3) Rei The Rebuild movies really boosted Asuka's popularity among Japanese audiences.

I'm surprised Mari polled so highly as it seems like most of Western fandom doesn't care for her. I also agree PenPen should be higher on the list. Ritsuko deserves to be in the top ten instead of Gendo.
