I mean Dio's easily one of the most iconic villains in manga/anime history, and Kira and the Pillar Men are no slouches either.

He's a good person to ask. "Yoshigake Kira Just Wants a Quiet Life" is still one of the best villain introductions ever.

Kira was pretty memorable/popular, and I think Kars and Diavolo were pretty solid.

Araki is really good at making villains. Even minor ones prove to be compelling.

Yeah, even putting main part villains aside, there are a bunch of random Stand users with memorable personalities and powers, to say nothing of wardrobe choices.

Kira is memorable for his weird habit that made you question why was he the main villain of DiU, Kars was memorable only because of the circumstances in how Joseph defeated him, Diavolo was even weirder and more eccentric than Kira and also only memorable for how he too was defeated.
All these guys were pretty shallowly written with motivations that were poorly established or never really established to begin with.

I guess most are memorable, but whether they're actual good villains or not depends on the character.
