I've recently read 3 great one-shots by celebrated Gekiga artist Yoshiharu Tsuge. I'm looking into ordering The Comics Journal #250 online for myself to check out Screw-Style as well. Aside from that, the only other two English-translated stories were Red Flowers and Oba's Electroplate Factory, which were published in Art Spiegelman's anthology RAW Magazine, which seems to be completely unattainable now.
What do people think the chances are Drawn & Quarterly (who publish fellow Gekiga artist Yoshihiro Tatsumi's collections) will pick up on Tsuge in the future? I mean sure, the average otaku has never heard of him, but a load of American/European indie-alternative comics readers respect him, so I think there would be a large market and interest in it...
That also reminds me, has anyone read the French edition of Munou No Hito at all?

I actually don't know how much of an issue this is with licensing. There are series that come out all the time by artists I've never heard of. And I don't know how much some translators really look at the author, but more just at the popularity in Japan and if they can market it to American consumers. Although more specialized publishers like Drawn and Quarterly probably HAVE heard of him. So that may make all the difference for them.
