Is it my imagination or are the eyes a relatively normal size on the figure? The rolling eyeballs thing is a bit strange, but... I guess they gotta make the figure unique somehow.
Anyway, it actually looks pretty good (the metal body version is creepy, though).

Moving eyes aren't really new or unique for Hot Toys. They've been doing this feature for years, it's only notable here because it's even easier with Alita's bigger eyes.

The notion of rolling eyeballs is certainly fitting here.
That said, at least in the case of a doll, it is more appropriate for a character design to lie deep within uncanny valley.

She kind of looks like another young actress in Hollywood, but I don't quite know who.
Edit: Amanda Seyfried, if she was a brunette.
