That's correct.
I hadn't realized that Kousuke Fujishima was the character designer for that franchise until I was looking through the episodes for an image to use and came upon this one. It looks exactly like an expression Skuld would make.

He’s actually one of two artists that do the character designs for that series. The second one is Mutsumi Inomata.
