I suspect this is all a deliberate act of misinformation, designed to conceal revelations not suitable for Nintendo to publicly disclose.
In fact, it would not surprise me if the game designer responsible for these comments was donning a suspicious moustache and red cap during the interview...

Unless it's some big plot twist or something, it just looks like an entirely different game mashed together with Mario. New Donk City residents should at least be proportioned like Peach/Daisy/Rosalina, and it's weird that the T-rex looks so realistic in the same game as other reptiles like Bowser or Yoshi.

I've always taken it that Mario is really short to begin with.
I never even batted an eye at people in New Donk City being so much taller than him.

Well said. It's like putting Mario next to Lightning from FFXIII and expecting that to somehow look normal when it's not actually a big deal.
