Is there still a NA localization of Gal Gun Double Peace in the works?
Or did that go down with the bankruptcy ship?

I'm not sure tbh. the page is available on the EU store and it says release date 11 March 2016 but you can't buy it.
Not sure if it's the same for NA.

Alchemist only did the Japanese publishing. The developer (inti creates) is still around and the localization for Double Peace is being handled by pqube in the UK (who are very cozy with rice digital, thus the LE of the game being on that store only). There's no reason to expect that this will have much if any impact on the release of the localized game as the contracts will have been inked months ago.

Good riddance. Japanese publishers need to learn to stretch out to the rest of the world and understand the direction is going in.

Japan's video game console industry is getting smaller each year:

  • In 2014 the traditional Japanese games market for home and portable consoles sunk to a 24-year low. In 2015 it fell even further, to a 26-year low, putting it on par with the last days of the NES.

    Although there’s no data on overall digital sales, physical software sales were down 16 per cent on 2014 and hardware sales were down 8.5 per cent.

    There’s no mystery as to what is going on though, as for years now Japan has been dominated by mobile gaming. In 2015 the console market fell 13 per cent to a net value of £1.89 billion but the mobile market was up 18 per cent to a whooping £4.0 billion.

    Which given Japan used to be considered the spiritual home of console gaming is pretty upsetting, especially if you don’t like mobile gaming. But certainly explains why companies like Konami are all but abandoning the industry.

From "Bankruptcy: Voluntary vs. Involuntary" at The Bankruptcy Site:
Voluntary is when a person decides to file for bankruptcy then does the petitioning and paper work with the court. Though consumers usu. Chapter 7 or 13, other petition options are 11 for reorganizing your business while 12 is for fisherman or family farmers.

Involuntary is when a creditor/creditor group does a bankruptcy petition against those that owe them money. Restrictions they for petitioning against an individual consumer are: they can only file for Ch. 13 or against those under Ch. 12 since they can only file for Ch. 7, and a married couple can't have a joint bankruptcy petition against them.

To do an involuntary bankruptcy filing, creditors have to meet 1 of these conditions:
*for a single creditor, they can do file if there are <12 unsecured creditors for consumer and if creditor has an unsecured claim of $15,325.

*3+ creditors can file if consumer has 12+ partially or wholly unsecured creditors and the creditors' claims total at least $15,325.
