It's more of a side-story. It explains a lot of what was going on with side characters in the first two games, and it also sets up a lot of plot threads for future games.
But the answer to "Will it be worthwhile story wise?" for a Trails game is yes, always very much yes.

Unfortunately no. XSEED stated that Second Chapter was the last PSP title they'd release since Sony is putting the kibosh on any further support for the handheld. So if we want to play it, we have to get a PC...which I don't intend to do.

Why are they releasing Trails of Cold Steel II before I? And what was their reason again for Trails of Zero and Trails of Blue?

Trails of Cold Steel I is already out since December (NA) / January (EU).
And they have no reason for or against Trails to Zero and Trails to Azure. Those will come after 3rd, should XSEED decide to localize them (which I believe will happen). There are also some obstacles:
- Ao has no Japanese PC version
- Zero's PC version is a Chinese port that was back-released in Japan
- the Evolution versions of the games for Vita are not an option
Still, it doesn't sound like something XSEED can't do, and maybe there will be now options available by then. I guess we will know more about XSEED's plans after 3rd. Right now I'm positive, though, that they will try everything to bring the two games into our territoriies. It will still easily take 1+ year per game, though, since Zero and Ao have more text than 3rd and the Cold Steel games, and since it's likely that Cold Steel III will come out this year or next year.

Maybe that's not a good idea? By the time they release Ao & Zero, Sony probably already drops the support for PS3 completely too.
Anyway, it's a shame the PSP version of the last installment is terminated. I've restricted myself to use PC only for works, so I have to pass on this.

Zero and Ao are not PS3 games. Cold Steel I + II are PS3 games, and Falcom explicitely and quite urgently wanted XSEED to priorize those games. And I'm sure XSEED will get straight to Cold Steel III as soon as they can (meaning after its release in Japan).
As long as there are PC versions, there will always be a chance for localization, so Zero and Ao don't quite have a date of expiry. It sucks for the people who want to play the games in chronological order since they are all interconnected, but it's the best XSEED can do.

No, they first released the game for PC in 2007. The PSP, PS3 and upcoming PS Vita version are all ports.

I'm playing the PSN downloads of Trails in the Sky FC and SC right now on my Vita TV. I would love to play 3rd, but I do not own a Windows device and have no intention of doing so. Guess I'll just have to try playing--very slowly--3rd in Japanese.
Looking forward to playing Trails of Cold Steel!

Good news! The TitS games work well in Wine, so you can play them in Linux, too.
