Understandable, since more people choose to watch it online, recorded or simply other means to celebrate new year.

Do these ratings show the percentage of people who are watching television at that time, or the percentage of the total population, or something else?

Many people watched it online. Perhaps the statistics didn't include this group, otherwise it might have a chance to be the highest ever. μ's (sans Nanjou) is there, for God's sake.

Yes, sounds like the slow drop (even if "online" doesn't mean Netflix or Hulu yet over there), rather than the idea that the "Salute to Anime" suffered the current mainstream demonization by New Year's partygoers who wouldn't be caught dead watching Maruko or Yo-Kai Watch. |

If it's available online to view, then they should include those numbers too. The Rose Parade, for another example of a New Year's Day event with falling TV viewership, doesn't get quite so many millions of viewers on TV as it used to, but when you include people watching it from their computers, that number rises dramatically and has actually become MORE popular.

Japanese ratings systems (and many other similar things) are quite behind the times in Japan. But honestly, I watched it, and it was quite underwhelming compared to recent years. Even with µ's (who despite missing Eli was good) and Sheena Ringo (who LIPSYNCED - I NEVER imagined Sheena Ringo of ALL people would lipsync on live television) and other solid acts, it just wasn't as good of a show as it could have been. It felt very "safe" and "bare-bones".

As much as I love µ's, I must admit that I was pretty disappointed in this years lineup.
Last year we got Kyary Pamyu Pamyu, Momoiro Clover Z, TM Revoltution and Nana Mizuki. This year it was basically just µ's, soft rock and boring old people singing enka (Which I've found is something of a staple for Kohaku) |

I'm not too worried about the ratings since Kōhaku has more views coming from the Internet than the TV.
Is that good or bad?

Many people do choose to celebrate in other ways now, as TV watching is gradually supplanted by other forms of entertainment. AFAIK, NHK doesn't stream this live online, and hardly anybody DVRs it for later viewing because, like those countdown shows to the New Year, it's an in-the-moment thing that you just either had to be there or you're not once the moment has passed (ya may rewatch specific acts or bands, but that's about it). The Kohaku mainly appeals to the older enka-loving generations who are dying out, but as the Kohaku tries to appeal more to the younger generations, the younger generations are less into it - and there's not enough younger generations tuning in to counteract the older generations who are tuning out. The Love Live girls ABSOLUTELY lip synced. I don't know what you're talking about. You could hear Nanjo's voice loud and clear, even though she wasn't there. Only the first line was live and DAMN did Nitta sound terrible on that first line. |

She's been on SO MANY stages so many times. I seriously think she's just bad at live performances in general. But then again, so were many of the bands at the Kohaku. Superfly was one of the only good live ones. |

In that case, I think that may entirely explain Kōhaku's ratings being so dismal... :\ It seems nearly everyone...sort of dropped the ball with their performances in that regard, which is a total shame... |
