I highly doubt that. Sanrio has had plenty of unicorn and pony characters before MLP:FIM was a thought in Hasbro's head. If anything MLP was trying to go after the Sanrio crowd considering they got Jewelpet alumini to voice the ponies in the Japanese dub, including Opal's VA Miyuki Sawashiro (a purple unicorn) to voice Twilight Sparkle in the Japanese dub.

Not to mention all the shoujo staples in Japan are more popular than MLP is, so going after that small audience wouldn't make any sense business wise.
