I hesitate to describe characters that have been around as reoccurring characters for over a decade (2 decades in many cases) as "recent" introductions.

This is in fact something that has been well established in the show proper.
In other franchises I could still see all of this as faults against the movie, but Detective Conan has such ubiquity in Japan (just look at the "Average Household Rating" in any of the weekly "Japanese Animation TV Ranking" articles ANN publishes) that I feel it is perfectly reasonable for the creators to expect a higher than average minimum level of familiarity from the audience due to cultural osmosis.

Yeah, when I was describing Satou and Takagi to my less Conan-aware friends when we watched this movie, my explanation was more along the lines of, "they were probably used because they'd be nostalgic for a large part of the audience" because they sure haven't had a lot of focus in the series lately.

I totally agree. You are supposed to know most of the re-occurring characters already.
Overall, this film is fine, but so are the recent 10-ish films. They are not outstanding like the Kodama Kenji days, but they can pass. Some are better than others of course, but they aren't that good.

I think the overall structure of Detective Conan has spiralled out of hand to the extent that it's maybe not really suited for movie adaptations any more. Like, right now, there's an enormous secondary cast of characters, nearly all of whom have long-running story arcs and various relationship complications, nearly every one of which is a fan-favorite to someone... that's a lot to condense into a movie. The manga can handle it by just rotating people in and out every case, but the movies will always be aiming to be as big as possible and include as much as possible. That was a helluva lot easier 20 years ago when there was just a small core cast of characters and the members of the secondary cast that were present back then were more like infrequent guest characters.
Also, in terms of how much familiarity with the franchise one of these movies can demand or should expect... I mean, yeah, Conan is pretty ubiquitous, but at the same time I think these films are a pretty obvious jumping-on point for new fans (and new fans are, of course, born every day -- very literally) and so should probably be as accessible as possible.

I don't think the movies aim to include as much as possible. For the past decade - and I do mean that literally - the movies have cycled through tent-pole characters (Kid, Amuro, Heiji, the Black Org, and Akai) with such regularity that you could practically set your watch by it, to great success.
I'm sure Detective Chiba has his die hard fans, but let's be real; they're not rushing out to make a movie about him. They've (correctly) identified the cast of characters people get excited about seeing in the movies and center the plots around them. They write them in such a way that they'll be interesting to people that aren't following the manga and anime closely--the already popular Amuro still got a noticeable boost from Zero the Enforcer.
