I'd say you don't need official residency papers of fictional characters to prove that they are residents.

I have a feeling that if Godzilla were to exist in reality, has massive girth would be an overwhelming strain on the real-estate market.

Why would you give residency to someone who wants to destroy your city? They won't be laughing when Godzilla destroys them all.

So, Shin-chan was never really a Japanese citizen until now??

They weren't awarded citizenship. What they got was residency papers for the Shinjuku Ward.

Making him/her/it a resident makes it so that they have to pay income taxes on their revenues
