That may be true, but Omega Force (a subsidiary of Koei Tecmo) develops many of Koei Tecmo's Warrior games. So even if Koei Tecmo will publish the game (although that wasn't specifically stated either), another subsidiary company may be developing it. ANN will not jump to conclusions (even if it's probably true) if information is not specifically stated.
