The actor and sound director Shigeru Chiba (千葉 繁) has a number of animation credits on his profile. Looking at the sources, the animation credits should belong to Shigeru Chiba (千葉 茂) and need a split:

There is also an older sound man with seemingly the same kanji too. The only easily verifiable credit was at ja.wiki. That's probably not the actor, yes?
This one looks like it'll take a lot of detectiving, but I'm about to get a delicious cheeseburger so I'll see what I can find later if nobody beats me to it. |

The Japanese wiki page lists the sound credits and acting credits as one in the same, so I think most of those are probably legit |

The sound director directs the voice actors. There are some among them that were (or still are) voice actors themselves, like Tsutomu Kashiwakura, Yoku Shioya, and Hozumi Gōda. Likely the same case here with sound director credited 千葉繁 being the same person as the voice actor Shigeru Chiba. |
