Episode Lengths

I know this is getting technical and probably very picky... But for episode lengths, say if the average time is around 13 minutes, 30 seconds, would you round up to 14 or down to 13? I'm asking this just because I've been timing some anime episodes personally myself (since I noticed a few were incorrect, probably going off by what websites say).

Edit: As a side note, and since I don't want to bring up another thread for this, Galaxy Angel A: Complete Collection is 3 DVDs, not 4.

It would probably round to 13 ever since the number 5 or higher would round it off to the next one.

Uh, I'm not going by what they teach in school and rounding to the higher number (don't know where you came up with 13 then, unless I'm misinterpreting you). I'm wanting to know what the encyclopedia staff wants me to do.

Edit: Nevermind about this now.
