I just finished watching the first two episodes, and I figured I would share my thoughts on it.
The basic premise as far as I can tell, is that it explores the terrorist angle from the perspective of the Federation. The first episode reminded me of Hurricane Katrina (with the level of devastation and also knowing that Destiny tried to reflect the current state of the world). The first episode came off as rather pointless to me (in fact both episodes did). Outside of the event of the Junius 7 drop, there's no familiarity which makes it difficult to get into (it's that insta-love for characters that Destiny insists works).
I will say the second episode is a little more interesting but somewhat confusing. There's a time skip (after the development of the Destroy Gundam) for one, and the characters we are introduced to have gone over some sort of Federation program that involves brainwashing and intense military training begining at a young age. At first I thought this was an expansion on the Extended program, but at one point Stellar (this is probably after Shin killed her, although knowing Destiny she'll probably come back to play a role in this side story) is rolled past two of the characters, and one makes the distinction of her being an Extended. So the characters in Stargazer must be in a different military program. As far as the Gundams themselves, two of the 3 we see are variations of the Duel and Buster Gundam. In standard Destiny fashion, the changes in the mecha design are minor at best and really there's no purpose in having them other than it's a new Duel and Buster (read: 2 more model kits to sell). The 3rd Gundam, the Strike Noir, is fairly different which is a nice change. For starters, it's color scheme is black as opposed to the traditional red, white, and blue. The design itself basically fuses both the Strike and Impulse Gundams. It does stay true to the spirit of it's predecessors' designs, but I haven't looked at it close enough to tell if it's unique by itself or if it's more of a cut n paste job. The most notable thing about the Strike Noir is that it doesn't seem to have/need the pack switching gimmick that the Strike and Impulse share. So in that sense it's closer to the Destiny Gundam (although it didn't show any sort of mega launcher).
Then at the end we're introduced to yet another Gundam, the Volture Lumire. The basic design of it (outside of the ring on it's back) reminded me of the V Gundam since it looks more rounded out as opposed to being angular. Not only that but it's gimmick seems to be some sort of a new propulsion system utilizing solar energy.
Where Stargazer is going is beyond me. The C.E. has a great distinction in the fact that it is the only A.U. to try to cement it's own timeline in a similar fashion to the U.C. (and I think that was kind of the point with SEED to begin with). However for some reason I find it difficult to accept the side stories of SEED (although I have yet to read Astray). This OVA is disjointed and with it's time skips it is slightly difficult to follow (the insta-love factor doesn't help either). Stargazer has yet to really shed any light on anything, so outside of milking the franchise I don't see it's purpose.
