Yeah, it was a running gag that Inami was flat-chested in comparison to the other female characters. Maybe that's part of the joke but it is probably just another disconnect in merchandising.

Ah indeed. Mousepad fanciers are not the discriminating type. But if you really wanted some bumps, maybe a Inami's fist would've been more adequate.
