Yes. Also, for some reason she has a bitchy dead woman from our time with 80s hair living insider her head. Which is only mentioned like once or twice in spite of being the opening scene. Again, this OVA series doesn't make much sense. The first episode promises some mysteries to solve, but then nothing much ever really comes of it all.
And again, the acting is awful. I'm not sure why Sentai chose this series as opposed to the hundred recent series out there that haven't been released yet or need a rescue that are actually good* (maybe it was cheap?), but it needed a new dub to even be watchable.
*Denno Coil, Kaiba, Michiko & Hatchin, Mononoke, Nodame Cantabile, Paranoia Agent, Tatami Galaxy, , and lots, lots more; those are just the ones I'd personally like to have. And then there are the old series....

Doesn't this depend in large part on how faithful the translation is? Granted they are still mostly bound by the visuals, but when the lines are not your friends, do not stay within them.

Wow...subtract Nodame Cantabile and add House of Five Leaves and that would be identical to my own license wish list.
Although really, it's not just me. It's amazing how consistently you hear these same shows mentioned when people talk about the most wanted licenses. Especially those first four. Everyone seems to want them but year after year nobody licenses them. I don't know what's up with that.

There really isn't much rhyme or reason to it. Often fan favorite series remain unlicensed due primarily to cost. The rights holders may shop it around, or take inquiries, but ultimately it's too costly for an R1 company to acquire and localize. These titles often take a few years to come down in price.
Sometimes the titles aren't even available to be acquired. There could be a rights issue in Japan, or a disagreement over who will handle international distribution. Or there could be regional issues, such as one company has the rights to the remastered version in Japan, while another has the rights in America to the original.
Even if they are available, sometimes it's almost impossible to figure out who even has the international rights in the first place. It can take years to track down and talk to every member of the production committee, and sometimes certain members can't be located. Look how long it took Right Stuf to acquire the remastered Utena.
Some titles may have big appeal to hard core anime fans, the type that post here and at places like Fandom Post or Mania, but may have little recognition outside those circles. In these cases, it's often not practical to license the titles unless they are extremely cheap or come as part of a bundle.
Speaking of bundle deals, they can also hold up deals. They don't happen as often now, but they do pop up from time to time. Title A may be what they want, but they may have to acquire Title B to get it. That complicate matters, particularly if Title B is very niche show.
And though rare, bidding wars still pop up from time to time as well. They don't get as out of control as they once did back in the Geneon/ADV days, but they still occur. The Japanese rights holders may even play competing companies off of each other to drive up the price. On rare occasion this has even caused all the bidding companies to drop out, because it was getting to rich for their tastes.
Trust me, industry reps from Sentai, Media Blasters, Funimation, and Bandai constantly watch these forums and others to see what titles fans are talking about. This is often where they get ideas what shows to go after. But negotiating for anime titles is a complex process. You never know, Sentai may not have wanted this OVA, but nabbed it to get something else. Only time will tell.

Your explanation makes the most sense. I am loathe to believe that someone at Sentai looked at ICE and thought it was too awesome to go unlicensed. Maybe it was cheap enough.. like with 0 advance, low royalties, that they could salvage it with a dub.

I mean, yeah, there are absolutely good reasons why most of those haven't been licensed; given how successful Nodame was in Japan, for example, I'd imagine they're asking a high price for it, not to mention the issue of music rights, and Kaiba is strange enough that even a bare bones release would be a risky measure in terms of making your money back, etc.
That said, I honestly hope this series was a part of a forced package deal, because the only other reason I could see licensing Ice was that it was dirt cheap and if Sentai is that desperate....

Wow, never thought someone would bother with this trash. One of the few shows that has next to no redeeming qualities whatsoever.
It was probably a cheap pickup but the inclusion of a dub is mind-blowing. Good shows aren't even getting dubs these days.

Well yeah. As I said, I don't know what's up with these shows. I'm sure you're right, there must be some reason behind it. I just don't know what it is. It's been a few years for most of them. Sentai seems more than happy to pick up stuff that's a few years old. Sentai also seems happy to put out niche shows as cheap, sub-only releases. Of course, there are certainly still other explanations. Maybe there is some kind of legal issue. It just surprises me given the sheer quantity of shows from that same 2007-2008 dead period for licenses. If we were just talking about a couple shows then I'd think nothing of it. However, there seems to be this list of the same half dozen or so shows that people constantly request. Denno Coil, Kaiba, Michiko & Hatchin, Mononoke, also Kaiji. And yet, we've seen plenty of vastly more forgettable shows from that period get picked up by Sentai...Allison & Lillia, Skull Man, Glass Maiden, Ray. I'm not saying these were bad shows necessarily. But seriously...was there ever any kind of fan demand for them? Would anyone really be especially disappointed if they just never got picked up? I don't know. I just find it to be an interesting trend. It seems like, when it comes to going back and picking stuff up from that period, the cream of the crop is consistently getting skipped over in favour of the much more forgettable. I just can't help but wonder if there is a specific reason why. I guess it could be that because all these other shows are so obscure they cost next to nothing. Where as the really good stuff does still command at least some kind of money. Perhaps Sentai's thinking is that if they're putting out an old show to begin with, they would rather put out something obscure at little risk than spend the money on something something people really want. If so, it's too bad. I can't believe these shows wouldn't be worth it even if they're not super cheap but maybe nobody feels like taking the risk. Or I guess it could just be coincidence and there could be a variety of different issues preventing those shows from getting picked up. Who knows.

Amagami SS and MM! get picked up by Sentai, both are relatively well-known, one for which is getting a second season, and the other's a guilty pleasure with hilarious parodies throughout. And both are getting subtitle only releases.
This...thing...which I have never heard of within an inch of my life, that only sounds recognizable because I was thinking of the title Freezing, which honestly wasn't even that good to start, gets picked up by Sentai, despite forum reveals of its poor quality, poor story and design related. And it is getting a dub.
And I'm at work, so I'm obviously sober.
...ish.

Ugh, I was trying to repress that I ever saw Freezing. I'd still like to pretend that Funi isn't licensing & dubbing this for a 2012 release...
Is it just me, or does the plot (such that it is) of this show seem like an immensely watered-down Vandread? More aptly, it seems like it is trying to redo what was a minor facet of Vandread, only poorly.
The art to ICE looks like a cheap hentai title, from what little I've seen. Hopefully it will at least be better faux-porn than Freezing was. I think my standard for this show, after all of the internet* has panned it, will be to compare it against Freezing.
Though I'm surprised to see the internet praise Michiko to Hatchin, since this is the same internet that wrongly panned Samurai Champloo, to which the former has many similarities (Unfortunately a good ending wasn't one of them, but I digress.) Ultimately, perhaps Sentai/Seraphim's dub can redeem ICE. They did fairly well with Cosplay Complex & Goldenboy after all
