Plot Summary:
It's the Bakumatsu period in Japan and the Tokugawa shogunate is slowly losing power & control over the populace. To maintain that control those in command start committing atrocities in secret, but to combat that an organization called "The Council" has formed, utilizing warriors known as "Samurai Gun" to complete covert missions in the name of "justice". However, since the first generation of Samurai Gun, like #7 Ichimatsu, were trained ever since they were kids & put through torture to become the Guns they are today, maybe The Council really isn't all that different from the shogunate, after all...
