Is there any reason why the contest rules are in "fine print"? It's not like there's printed page space restrictions on a website...

I love Flamie, but I don't want her plastered on my shirt. The Rokka tatoo design would be a much better shirt. I hope they come out with one.

Would bet my ass that something like this is going to come up in the contest. And it would be a complete badass.

It's pretty rare for people to lift artwork for our contests, although it has happened occasionally. On the rare cases that it does happen, people are quick to discover and report it (because we post the entries before announcing the winner).

Would be nice if artwork wasn't really a requirement. I'd love to create a character, but I am absolutely terrible at creating that kind of art. Too bad, I'd love to submit a character.

What if the artwork was a commission, but it belongs to you?
EDIT: A friend of mine drew a picture for me and gave it to me. Can I use a watermarked version because I do not want other people to use it for their OCs. (It has happened) Can I use that picture is what I'm asking.

I haven't read every single word of the terms, but from what I've gathered, you only need to be the owner of this original* artwork.
I think it's possible, but not what would normally be called a "commission".
First, how I think commissions are usually "done":
1. client pitches idea to artist
2. artist accepts idea in exchange for payment
3. client has licensed rights over the artwork
The extent of the license depends on the commission. It's mostly about whether the clients wants it for commercial use or if the artist wants to use/sell the artwork himself/herself.
TL:DR: I don't think the term "commission" is used when the intellectual property belongs/is transferred to the client usually.
Granted, if you're a company and hire a freelance artist for something, you might want the "full right" to the artwork he/she creates. I think it's rather uncommon for contests like this, though.
Note: All the rights of the contest entries being "surrendered" to the one/s holding the contest is common practice, though.
* It can't be available anywhere else and can't have watermarks and the like. Basically, the artist isn't going to get any credit. I don't think that's how commissions usually work.
