Free NG+ is certainly an improvement considering it used to be an included feature before Infinite Wealth. My guess is that it is still DLC because the plan was to sell it for this game, but then the sales data for the paid NG+ in the last game didn't support that. Depending on where things were at with development, it might not have been possible to reintegrate it as part of the main package.
