Why is the animation so ugly? I would say it's Junji Ito-esque, but that would be an insult to Junji Ito.

Well, looking at the original book it seems it was drawn in a pretty realistic looking style, and the designs are intentionally off-putting. So I imagine this CG was trying to go for a similarly surreal look? I don’t think it’s great looking, but I do think that makes sense compared to a more conventional art style.
