Restarting this without the trollish off topic comments and debates about unrelated authors. Stick to the topic at hand, which is not dragging other tired arguments about unrelated authors and sentences into the discussion.

My Buick Skylark was totaled by a SUV hitting me from behind at a stop light. Got pushed into the middle of the intersection. Luckily for me and my daughter, the Buick Skylark had high back seats, and the intersection was not busy. It could have been a lot worse than just a totaled car. The driver of the SUV was driving with a suspended driver's license. Funny thing, that the driver's mother (with a valid driver's license) was sitting in the passenger's seat.
Animator Shiro Kudaka was driving with a suspended driver's license. That means he had some sort of infraction or criminal conduct before that caused him to have a suspended driver's license before this recent one. Hopefully this will be a reality check or wake up call for him, before he injures or kills someone by accident or willful inattention.

It seems kind of harsh if not for the part about already being on a suspended sentence. He was already on thin ice, and one of the big requirements with a suspended sentence is not violating the law. Under those circumstances, it's pretty clear why prosecutors would take a harsh view of someone who made a conscious choice to do something illegal.

I mean, he wasn't caught driving drunk. The last line seems a little extreme. I don't know about Japan, but in the US you can get your license suspended because you didn't pay a fine. Like if you don't pay a parking ticket you can get fined. If you go 3 days past tag expiration date, you can get fined.
For all we know, his license was suspended because he didn't fill the district's coffers in a timely manner.

I have to agree with sickVisionz on this. Context is everything here. Why was it suspended to begin with? I don't know how the Japanese equivalent of the MVA works, but here the slightest infraction or missed fine can get your license suspended, or vehicle declared unfit to be on the road. My brother's POS ex had her car's tags suspended because she didn't pay to have the tags extended. She moved, didn't change her address with the MVA, didn't get the renewel notices, and viola didn't pay so the tags were suspended. She only found out about it due to the MVA sending out a letter stating her license was suspended for not renewing that as well. If you don't pay a parking ticket, bridge tolls, etc. you can get fined or license suspended depending on what it is.
Driving on a suspended license is stupid, no doubt. A large fine should definitely be in order. However, calling it worthy of jail time? Some needed "wake up call"? That depends on why it was suspended to begin with. What is this blatant disregard they mention? Context is needed.

Seems draconian on its own.

Yeah, you all are right, we should have some more factual context. At the time I posted, I had felt it was implied that it was more than just a simple fine, but they didn't clarify that, so who knows. But if the first offence was a "U.S" type serious at fault accident, speeding of 20 mph, or driving under the influence, I would still view the penalty for the second offence (driving on a suspended license) as being fair.
