Website says the service is launching September 2020... it's now October 2nd in Japan. Not the best of starts.

The article isn't clear here, is this catered to anime studios and creators themselves or, or also to committees that'll commission studios for the actual work? If the latter, I can't see this denting the status quo much on work exploitation issues while providing committees an even easier(and cheaper) way to gauge what are safe bets...

Judging by the site, it seems to be mainly the former.
